Hurry, Minnesota programs are in place for a limited time
January 2011 - The cities of Fargo and West Fargo offer a two-year tax exemption on new construction that offers thousands of dollars in savings for buyers. The law was updated in 2009 to offer more benefit for home buyers, increase home sales and strengthen a struggling housing market. The improved incentive offers a $150,000 value reduction off building value for two full years to owners of a newly constructed home. This amounts up to a $2,600 per year savings on property taxes, totaling up to $5,200 in savings.
The incentive is available to all jurisdictions in North Dakota due to legislation, S.B. 2247, passed during the 2009 legislation session. The bill doubled the amount of value available from $75,000 to $150,000. The bill also clarified the language to guarantee every qualifying home buyer two full years of benefit. The original bill and value amount were first established in 1983.
Moorhead, Dilworth offer tax exemption up to $200,000 home value
Home buyers can save up to $5,000 on their property tax bill by building a new home in Moorhead or Dilworth. For single-family homes, twin homes, townhomes and condominiums, the property tax exemption applies to $200,000 in structure value of those constructed through 2011. The exemption is applied to the two tax assessment years after construction commences.
Moorhead Neighborhood Services Manager Lisa Vatnsdal says, “With a great inventory of lots and low interest rates, the property tax exemption on already competitive tax rates offers a bonus incentive to anyone building a new home.”
The property tax exemption is state-funded and available on homes for which building permits have been issued and footings and foundations have been completed prior to Dec. 31, 2011. It does not apply to special assessments.
Minnesota also has a Homestead Tax Credit that is available in Moorhead and Dilworth. It provides a tax credit for property that is owned and occupied; the amount of the credit varies depending on the market value of the property.
“These tax exemption programs in our communities are an incredible deal for home buyers,” said Bryce Johnson, HBA executive vice president. “The incentives go a long way to increase home buying activity and help keep the housing industry a robust part of the local economy.”
2011 HBA of F-M President Tyrone Leslie, Heritage Homes, echoes that sentiment, “The incentives give Realtors a tool that is easy to understand when using it to sell a home, and they give new homeowners an incentive to buy. It provides a little break during a time when costs are the highest.”
Home buyers can get down-payment, closing cost, financing assistance
January 2011 - Home buyer assistance through state and local governments comes in many different forms. Here is a quick rundown of what is available:
Fargo has a program designed to assist low- and moderate-income households in Fargo with down payment and closing costs. Available through the Department of Housing and Urban Development, the Fargo Home Buyer Assistance Program lends funds in the form of a zero-interest deferred payment loan.
Currently there are no home buyer assistance programs in West Fargo. According to Assessor Wanda Wilcox, West Fargo is too small to qualify for the same funding Fargo uses, and too large to qualify for rural programs.
Minnesota Housing program first-time buyer programs are available to eligible buyers in Moorhead and Dilworth. The state of Minnesota’s programs give home buyers some choices for assistance. Several options exist for down-payment/closing-cost assistance and mortgage financing, depending on income and borrower eligibility.
Moorhead Neighborhood Services Manager Lisa Vatnsdal says that there are a number of area lenders who participate in below-market interest rate mortgages through Minnesota Housing programs, including Community Activity Set Aside, or CASA, and Minnesota Mortgage Program. Moorhead buyers may also qualify for zero-interest deferred down payment and closing-cost loan assistance programs called Homeownership Assistance Fund (HAF) and Home Help.
Even more resources are targeted to Moorhead’s Stonemill Ponds neighborhood; no interest affordability gap loans and special assessment financing are available for qualified first-time home buyers.
Vatnsdal says, “Up to $50,999 may be available to assist eligible home buyers purchase a newly constructed home in this neighborhood.”

Dilworth
1. Summerwood Addition (7th St. NE and 15th Ave. N.) is a 16-acre master-planned residential subdivision with unique-shaped large lots and a large pond.
2. Woodbridge Addition (Hwy 10 and 7th St. N.) offers residential lots for buyers and an eight-acre recreation area with walking paths, a playground and picnic area. It is minutes from shopping, eating and recreation in a quiet setting with quick access to Fargo-Moorhead.
Moorhead
3. Horizon Shores (34th St. S. and 24th Ave. S.) is a master-planned community and offers a 35-acre public lake, two miles of walking paths, a new regional park, new school facilities, mature trees and more. It is located just north of I-94 in Moorhead.
4. Village Green 6th Addition (32nd Ave. S. and 32nd St. S.) includes affordable options for first-time home buyers and move-up buyers. The neighborhoods of Village Green developed over the past 30-plus years, and include more expensive homes near the Village Green Golf Course and retirement living options under construction.
5. Shepherd Meadows (40th Ave. and 31st St. S.) offers a variety of home design options including single family, villa and twin homes and will include a future park.
6. Parkview Addition (Village Green Blvd and 28th St. S.) is adjacent to a 120-acre regional park featuring twinhome lots from $8,900 and single-family lots from $13,900 to $18,900.
7. Johnson Farms (14th St. S. and 37th Ave. S.) is near Reinertson Elementary just off I-94 near the Moorhead Soccer Complex. Buyers can select their own builder and choose from park or lake lots starting in the low $20,000 range. Johnson Farms offers everything from single-family lake or park lots to twin homes.
8. Southfield Addition (40th Ave. S. and 16th St. S.) is adjacent to Reinertsen Elementary and primarily offers single-family and twin-home lots starting at $17,900. Amenities include new park equipment on the north side of 40th Ave. S. and the Moorhead Soccer Complex.
9. Stonemill Ponds (8th St. S. and 46th Ave. S.) is a master-planned community just east of Highway 75. The new Reinertsen Elementary is north of the development which features two ponds, public parks and walking trails.
10. Hampton Place (46th Ave. S. and Red River/ 3rd St. S.) is a planned development with various price ranges amenable to most buyers with classic lighting and architectural control.
11. Tessa Terrace (Red River and 50th Ave. S.) is a planned development designed with bike trails, waterways and fountains with spacious building sites and architectural control.
Fargo
12. Legacy (64th Ave. S. and 25th St. S.) continues to expand. A fourth phase was added, providing lots for 230 houses and more for commercial development. This development contains a 4.5 acre park. It is also adjacent to Bennett Elementary and bike paths.
13. Prairie Grove (52nd Ave. S. and 25th St. S.) provides over 90 lots for single-family and twin homes. It has commercial, multi-family and senior housing options available. Parks with bike paths will meander along drain 53.
14. Silverleaf (25th St. S. and 58th Ave. S.) provides 74 lots for single-family houses and 10 lots for twin homes. The addition will have an approximately six-acre neighborhood park including bike paths.
15. Maple Valley (south of the city of Frontier and east of I-29) contains over 150 single-family lots, over 90 twin-home lots, multi-dwelling lots, and commercial lots. It also has about 20 acres of park with bike trails throughout.
16. Woodhaven 5th Addition (42nd St. and 40th Ave. S) provides 97 additional lots to the original development. It consists of single-family houses, town homes and condos designed for “empty nester” households. The development features a large open space with ponds. Kennedy Elementary School is within this development.
17. Autumn Fields (42nd St. S. and 32nd Ave. S.) provides over 100 lots for single-family and twin homes. Office and retail lots are available along the south and east perimeter. The development features a 3.25 acre neighborhood park.
18. Brandt Crossing (32nd Ave. S. and 45th St. S.) provides 163 lots consisting of single-family and twin homes. The addition also contains multi-dwelling and commercial lots. Over 12 acres of parks are located within this development which includes a bike trail.
19. Evelyn’s (north side of 40th Ave. S) has lots available for 34 single-family houses, 12 twin homes and attached housing.
20. Veterans Park (52nd Ave. S. and Veterans Blvd.) provides 154 lots for single-family and twin-home development. The development has a park over nine acres in size, and will have a bike trail meandering on the south and east sides.
21. Deer Creek (52nd Ave. S. and Sheyenne River) contains over 700 single-family and twin-home lots. The addition will provide two parks that total over 22 acres. Bike trails will be located throughout the development.
West Fargo
22. Reserve at Osgood (40th Ave. S. and east of the Sheyenne River) is a new development with over 70 ready-to-build single-family lots. The development is near the Sheyenne 9th Grade Center and Osgood development with a golf course. It will have future pedestrian/bikeway linkages to adjacent neighborhoods.
23. Shadow Wood (between the Sheyenne River and 9th St. E.) is the newest master-planned community. As a new urbanism development, the developer promotes a walkable neighborhood with clustered greenways, gathering spaces, pedestrian/bikeways, ponds and the Sheyenne River. Home design accentuates the most desirable features of the house and de-accentuates garages.
24. Eaglewood (north of 32nd Ave. S. and west of 9th St. W.) is a significant newly opening single-family attached and detached residential development with smaller affordable lots, as well as medium and larger-sized lots. The development is just north of a regional park, borders the Sheyenne Diversion and will be pedestrian-friendly with pedestrian/bikeway linkages and a neighborhood park facility.
25. The Preserve (between I-94 and 32nd Ave. S., and west of Veterans Blvd) is a large, newly opening master-planned development with single-family, medium-density and higher-density residential homes, parks, an elementary school and commercial uses. The first phase of development consists of over 130 single-family lots, park property and school property. The development will have a system of pedestrian linkages which connect water features, park and school facilities and adjoining neighborhoods.
26. Maple Ridge (north of 32nd Ave. S. and east of the Sheyenne River) is a newly opening development with over 100 single-family lots in addition to medium-density and higher-density multi-family residential homes. The development will be linked to adjacent developments with pedestrian/bikeway paths and located near school and park facilities.
27. Charleswood (13th Ave. S. and Sheyenne St.) is a substantially developed upscale master-planned community. The neighborhood is bordered on the west by the Sheyenne River and has three neighborhood lakes, pedestrian/bikeway paths and Cheney Middle School.
28. Eagle Run (32nd Ave. S. and Sheyenne St.) is a substantially developed neighborhood with a mix of upscale single-family, entry-level single-family, multi-family and neighborhood commercial development. The neighborhood is built around a system of neighborhood parks, a regional park and an elementary school linked with pedestrian/bikeways.
29. Westport Beach (between 40th Ave. S. and 52nd Ave. S., west of Sheyenne St.) is a newly developing neighborhood consisting of condominiums, twin homes and single-family homes. The developers have designed a golf course facility as the featured amenity for the area with pedestrian/bikeway connections throughout the neighborhood and to other neighborhoods.
